The importance of landlord research: Insights from the RentBetter study

The private rented sector in Scotland is undergoing rapid change, and landlords have a crucial role in shaping its future. To ensure their voices are heard, SafeDeposits Scotland Charitable Trust has launched a new national survey to capture landlords' views and experiences. Following the successful conclusion of the 5-year RentBetter study (funded by Nationwide Foundation), which engaged with nearly 5,000 tenants and landlords, this survey will continue to ensure that key policy decisions and legislative debates that directly impact landlords' livelihoods are informed by their opinion and experiences.

Why was the RentBetter study carried out?

In 2017, the Scottish Government introduced transformative changes to the private rented sector, including making all tenancies open-ended. Since then, further laws, including temporary rent control measures, have been introduced. The RentBetter study was designed to explore how these changes were affecting both landlords and tenants, providing invaluable insight into the sector.

The RentBetter study uncovered important trends, such as a reduction in available rental properties and reasons why this is occurring. It provided valuable data on how different landlord groups feel about regulatory changes, including the Private Residential Tenancy (PRT) and temporary rent freeze measures. With these trends affecting landlords' financial decisions and business models, ongoing research is essential to monitor shifts in the market and guide future policy.

The study revealed that while many landlords were satisfied wit the PRT, the rent freeze caused concern about the future of their investments. Research like this directly informs policy decisions, ensuring that legislation balances tenant protection with landlords' needs.

The project is managed by the TDS Policy and Research Team with data sampling, collection and analysis conducted by the external research company Insight Advantage. We are grateful to the Scottish Government and key stakeholders for their input into the survey design. To ensure we capture evolving trends, the survey will be conducted annually. All responses are anonymous.
